By-Laws

BY-LAWS OF MIDLAND RADIO CONTROL MODELERS CLUB, INC.

Section 1.0  A club by-law proposal, modification, or repeal may be offered at any meeting or by any member with voting rights.

Section 2.0  If the club by-law proposal, modification, or repeal is affirmed by two other members with voting rights, the motion may be discussed and acted upon at that meeting.

Section 3.0  A club policy statement will be considered passed which receives a majority of votes of the voting members present and voting at the relevant meeting.

Section 4.0  Any changes to Club policy statements shall be published in the club news letter.

 

 

CLUB BY-LAWS

Subject:  Membership Dues and Fees.

Yearly dues shall be as follows:

Regular Member             $40

Junior Member              $10

Family Member              $0

News Letter Editor         $0

Webmaster                      $0

Honorary Member           $0

Regular members shall also pay a $20 mowing fee unless exempt as specified in the mowing policy.

 

Subject:  Mowing

The field manager, appointed by the board of directors, shall be responsible for enforcing the mowing policy. All regular members shall pay a mowing fee unless specifically exempted by one of the following:

A.   Medical reasons

B.   Attained the age of 65 years or older at the start of the dues year and chooses not to mow. May mow for next years dues credit.

C.   Newsletter Editor

No one, member or not, less than 18 years of age shall operate any mowing equipment on club grounds.

The field manager shall provide a sign-up sheet showing each week of the normal mowing season. Regular members wishing a mowing credit next year shall sign up for one of the openings. Second mowing sign up will be offered only after all members that have agreed to mow have been scheduled.

A log sheet will be posed at the mowing machine that shall be signed to receive mowing credit. A mower check sheet will also be posted at the mower in the storage building and must be completed each time the mower is used listing starting time, stopping time, date of use, name of operator and any problems with the mower. It shall be the responsibility of any member using the mower and encountering problems with the machine to notify the field manager in person or by phone as soon as possible.

The field manager shall maintain the gas supply and schedule the servicing of the mower. Regular maintenance of the mower shall be conducted by the field manager or someone designated by the field manager.

A reduction of following years dues in the amount of $20 will be credited to each member who mows the field once. After all members who are scheduled to mow and remaining dates on which mowing is required are unfilled, members who have mowed once during the current year may fill the schedule and mow a second time for an additional $10 credit on the following year’s dues.

 

Subject:  Mandatory Flight Training

Pilot:  A person having their wings and being capable of flying radio controlled aircraft in a safe and responsible manner.

Student:  A person desiring to learn how to fly radio controlled aircraft in a safe and responsible manner. A student may not fly alone or without the assistance of an authorized club instructor.

 

Pilot Qualification Test

Midland RC Modelers Club pilot wings are awarded by passing the “test for wings.”

Safety must and will be a major concern at all times.

 

Pilot “Test for Wings”

1.    Read and understand the AMA rules and regulations, and have a current AMA membership card.

2.    Read and understand the club field rules and regulations and have a current MRCMC membership card.

3.    Complete a thorough safety check of the aircraft.

4.    Complete a safe and proper range check of the radio transmitter. (100 ft. min.)

5.    Demonstrate a safe and proper engine start-up and check of all control surfaces.

6.    Demonstrate a safe and proper taxi and take-off into the wind.

7.    Demonstrate a procedural turn away from the pits.

8.    Execute a level figure eight both left and right hand and a controlled loop.

9.    Execute a level rectangular flight pattern (both left and right patterns).

10.  Demonstrate trimming the aircraft in flight.

11.  Execute a safe landing on the field.

 

The “Test for Pilot Wings” must be completed in a safe and responsible manner, in accordance with AMA and Club Field Regulations.

A student will not fly without an instructor present. To receive pilot wings, a club rated instructor must administer the test for pilot wings. The instructor will sign the candidate’s club membership card as evidence of passing the Test for Pilot Wings. The newly rated pilot will be responsible for notifying the club secretary and the corresponding secretary with the date and name of the instructor administering the test, so that the club records can be updated.

The club will be responsible for the purchase of pilot wings from the AMA.

A pilot may offer to help others, but is not considered a flight instructor.

 

Instructor Qualification Test

The following instructor qualification test must be jointly administered by two MRCMC club instructors.

1.    Instructor elect will advise examining instructors of basic field rules.

2.    Instructor elect will go through a radio and plane pre-flight inspection.

3.    Examiners will insure the trainer aircraft is out of trim.

4.    Instructor elect will take the trainer off and trim the aircraft.

5.    Using the buddy cord system, the examiner will take the slave transmitter and the instructor elect will use the master transmitter. The examiner will run through basic novice errors in flight and instructor elect will compensate for each error.

6.    Inverted flight across the field will be performed by the instructor elect.

7.    The instructor elect will perform a dead stick landing on the field.

8.    The instructor elect shall be able to demonstrate basic aerobatics.

The instructor rating will only be awarded after:

A.   Passing the Instructors Qualification Test and having the two examining club rated instructors signature on the instructor elect’s club membership card.

If the instructor elect does not pass the instructors qualification test, the instructor elect may repeat the MRCMC instructor qualifying process after 30 days.
